The Staff Outsourcing Division of Catch 22 was established in 1998 to specifically cater for the needs of property management companies who administer a portfolio of properties that include manned sites but who don’t wish to shoulder the headcount burden themselves. In more recent times, such a service has become attractive to a much broader range of companies with manning issues.

These key people are responsible for smooth day to day running of the building and its services, including tenant and contractor liaison. Their job titles can be as diverse as Building Manager, Caretaker, Building Services Supervisor, Security/Reception and many others but the common thread is that they are an additional number on the company’s payroll and an increase in administration costs.

What Staff Outsourcing offers is a complete payroll and personnel service for these employees through a simple contract. Staff are transferred to Catch 22, with due regard for any TUPE considerations, and are paid by Catch 22, who administer all their payroll and personnel requirements. The company then receives a monthly invoice, including an agreed administration fee, for each employee. If the property portfolio includes several clients, then separate accounts can be set up to avoid any confusion.

Catch 22 maintains a complete personnel file on each employee, ensuring that all legal requirements are satisfied and we are then on hand to offer advice on personnel issues to both client and employee.

Employees benefit from a smoothly administered payroll service that ensures their monthly salary, including any agreed overtime or bonuses, is paid promptly and correctly with a detailed pay advice sent to their homes, showing clearly any deductions for tax, National Insurance and any other statutory deductions.

This is particularly important in the areas of Health & Safety and Fire Regulations but can also include personal skills such as Time Management and Customer Service. Each employee is assessed annually to build a picture of training requirements and a suggested programme of training is then presented to the company for consideration.
