Commercial Energy Assessor – North (Manchester Based – Mobile Across the Region)
Our client is the Head Tenant of 305 community health properties across England, ranging from Primary Care Centres to community hospitals, which bring together a diverse range of community and primary healthcare services, alongside related local authority and voluntary sector provision.
The organisation manages and delivers an efficient, effective and professional service and to meet the requirements of the Energy Performance of Buildings Directive and the Minimum Energy Efficiency Standards, they require a Commercial Energy Assessor (Non-Domestic Energy Assessor) to ensure Energy Performance Certificates (EPCs) and associated Recommendation Reports are available for all properties where they are Head Tenant.
The role will encompass high levels of collaborative working with LIFT (Local Improvement Finance Trust) Companies to verify building details including age, number of floors, building type, heating and hot water systems.
To undertake full site assessments including utilising software packages to develop and produce EPCs and Recommendation Reports for an estate portfolio with buildings of complexity levels equivalent to a NOS rating of 3, 4 and 5.
Key Relationships
The Commercial Energy Assessor is required to develop and maintain excellent working relationships with a wide range of stakeholders, including:
  • Tenants and other health/local authority providers;
  • All site users, including GPs, Clinical professionals and facility end users
  • Tenant's representative under LIFTCo arrangement;
  • The inhouse Business Support Managers and Tenant Liaison Managers, Area Property and Asset Managers and the Business Information (BI) team.
Property & Asset Management accountabilities
  • To deliver EPCs as required on a site by site basis across all regions.
  • Review and advise on necessary specialist software packages to enable EPCs to be generated.
  • To work closely with tenants, commissioners, Property and Centre management teams in achieving delivery or required EPCs and Recommendation Reports.
  • Develop and manage an EPC tracker to monitor progress against targets.
  • Lead and coordinate the transfer of existing building EPCs and reports into a formalised the inhouse register on the RealTime database.
  • Provide monthly reports to property management teams.
  • Deliver presentations to external stakeholders on EPCs and Recommendation Reports.
  • Support and provide training/guidance of EPCs to tenants, Property Teams and Centre Management teams.
  • Raise appropriate electronic notifications to ensure accurate data is upheld at all times.
  • Ensure legislative compliance by undertaking lodgement of EPCs for inclusion within the Government Non Domestic EPC Register.
Qualifications/Knowledge & Application
Essential
  • Accredited Level 5 Commercial Energy Assessor.
  • Required Certificate in Non-Domestic Energy Assessment.
  • Registered with a Department for Communities and Local Government (DCLG) approved accreditation scheme.
  • Ability to develop and produce EPC Recommendation Reports.
  • Knowledge and experience of using specialist software packages to develop EPCs.
  • Exceptional verbal, written and presentation skills.
  • Ability to work effectively both independently and as part of a team.
  • Ability to plan, set objectives, prioritise and review performance against objectives.
  • Ability to re-prioritise ongoing planned work, adjusting to changing requirements and organisational needs.
  • Ability to learn and adapt to bespoke software programmes and to facilitate learning and teaching of programmes to others.
Desirable
  • Accreditation to develop and deliver Display Energy Certificates.
  • Ability to develop and produce DEC Advisory reports.
  • Working knowledge and experience of working in a health centre or large health facility.
Skills
You will need to be able to demonstrate:
  • Experience of producing high quality reports, correspondence, and giving clear verbal reports/presentations.
  • Technical credibility and an excellent understanding of current Energy Legislation applicable to the healthcare environment.
  • Negotiating skills to convince stakeholders of the need to implement or make changes as necessary to maintain energy standards that may conflict with financial considerations.
  • A flexible approach to work.
  • A full driving licence – essential for jobs involving travel between sites.
 
In return, the organisation offers a salary up to £35,000 per annum. You will need use of your own vehicle but you will be entitled to a £0.45 mileage allowance. Your working hours will be 40 per week and you will be entitled to 28 days holiday plus an excellent company pension and healthcare program.
